The Central Office of the Federal Antimonopoly Service (FAS Russia) has undergone some structural changes to increase its efficiency.
In particular, FAS Russia has formed two new structural units - the Cartel Department and the Department for Information Technologies.
Creating a separate Cartel Department is aimed at strengthening such an important direction of the national competition policy. The Cartel Department will operate in close cooperation with the departments responsible for control and supervision over antimonopoly enforcement in various sectors of economy, and will allow interfacing between FAS Russia and the law enforcement bodies in cartel investigations. Alexander Kinev, the former Head of the Department of Administrative Service and Supervision of the Government Authorities, is appointed the Head of the new Cartel Department. The «anti-cartel force» will be supervised by Stats-Secretary Andrei Tsarikovsky, Deputy Head of FAS Russia.
The Department of Administrative Service and Supervision of Government Authorities is divided into the Department of Administrative Service and the Department for Supervision of the Government Authorities. The latter will also exercise the functions of the abolished Department for Control and Administrative Reform.
Elena Zakharkina (former Deputy Head of the Department of Administrative Service and Supervision of Government Authorities) and Lyudmila Solontsova (former Head of the Department for Control and Administrative Reform) are appointed the Heads of the Departments. Pavel Subbotin, Deputy Head of FAS Russia, will oversee the work of these Departments.
FAS Russia has also formed the Department for Information Technologies, which will be responsible for antimonopoly enforcement in this sector. The Department will also be in charge of informational support and automation of the work of the antimonopoly authority. The Head of the Department become Vladimir Kudryavtsev, former Deputy Head of the Department for Control in Transport and Communications. Anatoly Golomolzin, Deputy Head of FAS Russia, will supervise the work of this Department.
