On 5-6th August 2010, the Federal Antimonopoly Service (FAS Russia) held tow first meetings under the project “Approximating antimonopoly standards and enforcement of self-regulating organizations in Russia and EC”, which is part of the EU – Russia cooperation under the “Common Space Facility”*.

FAS Russia was represented by the Departments for Control over the Authorities and International Economic Cooperation.

The project objective is for European and Russian experts, specially engaged by the European Commission, to assist FAS Russia in improving its efficiency of presenting restrictions of competition by self-regulatory organizations, particularly, by adopting best EC practices on developing self-regulating mechanisms in Russia.

The project will take three stages. Initially, experts will study best European practices on regulation, including antimonopoly control, of self-regulating organizations. Then they will draft recommendations for preventing and suppressing monopolistic activities and unfair competition by self-regulating organizations. Finally, based on collected information, the experts will present recommendations regarding FAS Russia’s participation in regulatory activities towards formation and development of self-regulating organizations in specific sectors of the economy.

The project shall take10 months.

*Cooperation between Russia and the European Union takes place under the Partnership and Cooperation Agreement between the Russian Federation and the European Communities as well as part of the dialogue on the four Common Spaces – “Trade and Economic Cooperation, “External Security”, “Freedom, Security and Justice” and “Research, Education and Culture”.

“The Common Space Facility” is a new instrument of Russian – EC cooperation developed to support dialogues between cooperating agencies. It enables various Russian ministries and services participating in the dialogues to request engagement of special experts in different projects for more efficient interaction with the relevant European agencies and legal framework approximation.
