On 15th - 19th June 2010, a delegation of the heads of the offices of the Federal Antimonopoly Service (FAS Russia) responsible for the border areas visited Harbin (China). The delegation was led by Deputy Head of FAS Russia, Pavel Subbotin. This visit was organized within the framework of the Agreement on Cooperation in the field of antimonopoly policy and prevention of unfair competition (signed on 25th April 1996) between the Government of the Russian Federation and the Government of the Peoples Republic of China.

The FAS Russia's delegation held several working meetings at the Heilongjiang State Administration for Industry and Commerce of the People's Republic of China (Heilongjiang SAIC), when representatives of the two countries discussed the prospects of bilateral cross-border cooperation.

The heads of the Russian and Chinese antimonopoly authorities of the border regions summarized the work performed by both countries to implement the Programme of Cooperation between FAS Russia's regional offices and Heilongjiang SAIC on prevention unfair competition, antimonopoly policy and control over advertising. The parties shared information and practical experience on the issues related to unfair competition and advertising control in both China and Russia. The Programme also included a Round Table on development of mutually beneficial relations between Chinese and Russian entrepreneurs involving representative of commercial organizations from both countries.

At the end of the visit Russia and China signed the next Programme for cooperation between regional offices of FAS Russia and Heilongjiang SAIC in the field of antimonopoly policy, prevention of unfair competition and control over advertising in 2010 - 2011.

The FAS Russia's delegation also has several meetings with the Heilongjiang Vice-Governor, Mr. Sun Yao.

The visit of the FAS Russia's delegation is another step towards implementing the arrangements to intensify inter-regional cooperation between competition authorities of Russia and China, according to the Action Plan for the Treaty on Friendship, Neighbourliness and Cooperation between the Russian Federation and the People's Republic of China for 2009 - 2012.
